After the closing of the Air Force Base, New Castle County Airport then hosted the 166th Air Transport Group, in turn known as the 166th Military Airlift Group, 166th Tactical Airlift Group, 166th Airlift Group and currently known as the 166th Airlift Wing, functioning C-130H Hercules.

In the late 1990s, the county rent the debt-stricken airport to the bi-state Delaware River and Bay Authority (DRBA), operators of the Delaware Memorial Bridge, on a 30 yr rent with the proviso that the DRBA may seek up to 2 additional 30 yr rent.

Since taking over functioning of the airport, the DRBA has made the airport profitable, upgraded many aging constructions, and build numerous new constructions and installations on the belonging.

From 1991 through 1998, once again from 2000 to 2006, and since April 2008, the province of Delaware is the only province in the trades union without anybody scheduled commercial voyages in or out of the province. This is mostly due to the little size of it of the province and the close propinquity of big airports in Baltimore, Washington D.C., and Philadelphia. Skybus Airlines was the last commercial air hose to wing out of New Castle Airport, with voyages in 2008. Before Skybus, and Delta in 2006, the previous air hose with scheduled voyages was Shuttle America, which winged out of New Castle as an independent bearer from the air hose's constituting in November 1998 until February 2000. They offered service to Hartford, Buffalo, and Norfolk, using the 50-seat Dash 8-300 turbo-propeller plane aircraft. Shuttle America would finally stop its independent functioning and get a commuter train consort of United Express and Delta Connection. Prior to Shuttle America, the last scheduled service was supplied to Parkersburg, West Virginia by USAir Express bearer Crown Airways in 1992-1993. United Airlines also assisted Wilmington, going forth in 1991.
